        As per JLS 7, 4.4. Type Variables

        Grammar:

        TypeParameter:
            TypeVariable TypeBoundopt

        TypeBound:
            extends TypeVariable
            extends ClassOrInterfaceType AdditionalBoundListopt

        4.3. Reference Types and Values:
        ReferenceType:
            ClassOrInterfaceType
            TypeVariable
            ArrayType

        This means ArrayType should not be allowed.
