'jinfo -flags' should print out all non-default flags

    Description

      Today 'jinfo -flags' will print out the flags that were set on the command line, but if a user changes a flag (with 'jinfo -flag' for example) that new value will not be printed.

      (The -flags option runs SA to get the information)
