Java Control Panel, Security Tab, Radio buttons have no AccessibleName - not accessible by blind users

The two new radio buttons need their accessible name set to the same as the text that is next to them so screen readers users can use the radio buttons. This is usually done by providing the text on the constructor of the JRadioButton.
