      Description

        jdk.xml.dom should be part of the runtime and loaded by the extension class loader.

        JavaFX webkit depends on org.w3c.dom.css etc packages exported by jdk.xml.dom module. JavaFX is loaded by the extension class loader.

        In JDK 9, jdk.xml.dom should be added in jdk/make/src/classes/build/tools/module/ext.modules.
