Behavior and access of Control#getUserAgentStylesheet method changed in 8u40

This is a tracking JIRA filed so that we can include it in the 8u40 release notes.

The getUserAgentStyleSheet method moved from the Control class to the Region superclass, and changed its behavior and access (public rather than protected) in an incompatible manner. See RT-38640 for more information.
