[Lens/Monocle] Touch event stream stalls then reports inconsistent events

When doing a multi-touch action by repeatedly adding and removing fingers (touch points) while still holding at least one finger, the reported touch events state gets misaligned with actual touch action:
At first no events are reported (missing events), then after all touches released and new one begins, false touch points are reported.
