JavaFX exe installer fails on Windows 8.1

    Description

      The exe installer fails after copying the program files with a dialog saying "The program can't start because MSVCR100.dll is missing from your computer. Try reinstalling the program to fix this problem."

      Installing the Visual C++ 2010 redistributable package fixes the problem, but the installer should take care of that for the user.
