[JFXPanel] back out fix for RT-38922

      Description

        The fix in JDK:

        https://bugs.openjdk.java.net/browse/JDK-8071668

        resolves the problem with notifying Clipboard of external changes. Thus, the fix for RT-38922 should be backed out.

        Another reason is that the fix for JDK-8071668 renames the method that the fix for RT-38922 calls via reflection. So, the backout should happen before JFX switches to build with JDK version containing the fix for JDK-8071668.
