Centralized resource management should use an aging algorithm to prioritize proactive resource limiting

    Description

      The centralized texture management added by the fix for RT-25323 frees up textures solely based on whether they (once) contain(ed) interesting data, but it should also base cleanup priority on texture aging so infrequently used textures are disposed before frequently used textures.
