Need to handle resizable nodes as graphic in Label

We need to decide how to handle resizable nodes as the graphic of a labeled control. My feeling is we should resize them to fill if contentDisplay is set to graphic_only. Also we should think about how to handle them for other contentDisplay settings, my feeling is preferred size is the right way.
