[ScrollPane] each scrollBar can be focused, and scrollPane lose focus.

You can see on the attached movie, that if I press between scrollBar's bar and arrow button, then focus will be transfered from scrollPane to its scrollBar.

Issue found in jfx b55. (I didn't check, where it appeared).
