Backout Multiple package types - cause issue with SceneBuilder

    Description

      Pushed two patches last week from the community. Although both were tested locally, b114 is failing for Scenebuilder. Don't have time to determine exact cause (when I test locally Scenebuilder works with these patches), so backing out both patches to unblock Scenebuilder. Will work with Scenebuilder later to determine what is specific cause and how to fix.
