Initial size determination is wrong in text area

Run the attached test case.

Press button. Scroll down into scroll pane, like on the attached movie. try to put cursor into text area on the free space. then, try to put cursor on the text. Text allocation into text area should change.

I couldn't reproduce it with the simple text area.
