CSS: Absolute paths in url("...") without a scheme should be relative to the classpath.

    Description

      Absolute paths without a scheme (ie: /foo/bar/baz) will be relative to the class path. See also discussion in openjfx-dev mail list re: Classpath-relative URLs in CSS
