[Verona] 8u75 cannot be uninstalled after installed 9+101

      2. Install 9+101
      3. Uninstall 8u75 from control panel

      Expected:
      8u75 can be unisntalled
      Actual:
      Uninstalling is hanging for a long time and cannnot complete and exit successfully.

      This problem blocks many AU tests.
