Unable to add url to exception site list in JCP (JDK 9 ea)

Install JDK/JRE 9 ea b124
Launch Java Control Panel
Switch to Web Settings tab and select Exception Site List
Attempt to add an url:
http://localhost:8080/
It does not get added to the list. None of the protocols including file, http, https are working.

Users are unable to run RIAs that require access through exception site list.

This is a regression from 9 ea b119.

Note: url added from previous version (for example, from 8u91) are displayed correctly though. However, selection and removal of these url appears disabled too.
