build uses <FONT> tags for javadoc

    Description

      The build rules for running javadoc include thye use for the <FONT> tag.

      This shows up as a warning when checking the docs for accessibility, with an accessibility checker.

      The use of <FONT> should be replaced with CSS or an inline style.
