getInstance() with unknown provider throws NPE

    Description

      getInstance() methods of KeyInfoFactory, TransformService and XMLSignatureFactory throws NPE when invoked with an unknown provider while the expected behavior is to throw NoSuchProviderException as specified in the javadoc.
