JDK8 installer exits with code 0xC0000005 on Windows 10

Windows 10 Home 1709 16299.402

A DESCRIPTION OF THE PROBLEM :
Running JDK8 installers on my Windows 10 always exits with code 0xC0000005.
This happened when I tried to upgrade my JDK from 162 to 172, then I unintalled the 8u162 installation and tried to install 8u172 again, but it always fails with the same exit code.
JDK10 installer works well at the same time.

REGRESSION : Last worked in version 8u162

STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
1. Download JDK 8u172 installer from java.oracle.com
2. Checksums match
3. Run the installer

EXPECTED VERSUS ACTUAL BEHAVIOR :
EXPECTED -
Installation window appears and allows me to install JDK 8u172 successfully.
ACTUAL -
Installation window doesn't appear.
Windows generates a .dmp file shows the installer exited with code 0xC0000005.

CUSTOMER SUBMITTED WORKAROUND :
Reset and reinstall my windows, but I don't think it's good idea.
