jlink tool reference: remove listing of unsupported jlink plugins

    Description

      Many jlink plugins are experimental and should not be documented. Update Table 2-4 to document the following jlink plugins:

      compress
      include-locales
      order-resources
      strip-debug

      Other plugins should be removed from the tool reference.
