JextractToolProviderTest.java is failing after JDK-8225630

    Description

      JDK-8225630 try to use a header file, emmintrin.h, to get unsupported vector type.

      But the file is only available to x86 non-windows platform, thus cause test failure on ARM and Windows platform.
