Adjust jib profiles to make 3rd party tools for creating installers available on Mach5 test machines

At the moment WiX toolkit and toolkit to create Debian packages are available on Mach5 build machines. However they are not available on Mach5 test machines and this prevents from running some jpackage jtreg tests in Mach5 builds.
To do:
 - update jib-profiles.js file in closed jdk repo to address this.
 - remove @ignore tags from the corresponding jpackage jtreg tests.
