[TESTBUG] runtime/CommandLine/OptionsValidation/TestOptionsWithRanges_generate.sh should be excluded from testing

This file was a tool used to generate the code inside TestOptionsWithRanges.java. However, jtreg picks it up and executes it anyway.

Running this script is harmless and jtreg considers that it "passes", but for sanity, this script should be renamed so it won't be picked up by jtreg.
