Refactor G1-specific code in shared VM_CollectForMetadataAllocation

The class VM_CollectForMetadataAllocation is shared by all collectors. However, it has a helper member function initiate_concurrent_GC, whose definition is mostly G1-specific. This should be refactored to move the G1-specific behavior out of gc/shared code.
