    Description

      The verify-idea make target fails:

      FATAL: VCS_TYPE is empty
      make[5]: *** [verify-idea] Error 1
      TestIdea.gmk:37: recipe for target 'verify-idea' failed
      TestMake.gmk:40: recipe for target 'idea' failed
      make[4]: *** [idea] Error 2
      Finished running test 'special:make:all'
