[JVMCI] add test for JVMCI ConstantPool class

      A bug was recently discovered in JVMCI-8. As part of the fix, a new JVMCI test was added:

      While the bug never existed in JDK 11 or later, adding the test would be a good idea to ensure such a bug cannot occur.

      The test is attached to this issue in a format that should "just work" with JDK 15.
