[Graal] -25% regression to C2 on AESBench.encrypt-algorithm:AES_ECB_PKCS5Padding

After JDK-8238189 this added crypto micros with parameter combos that were not being run in our weekly set earlier only because of the way the small/full set was organized. These appeared in the weeklies starting around Feb 1.
