test/jdk/sun/net/idn/TestStringPrep.java fails with --illegal-access=deny

This test locates the resource "sun/net/idn/uidna.spp" using the Module getResource API but it missing "java.base/sun.net.idn:open" in its @modules tag. This change is needed in advance of switching to --illegal-access=deny by default.
