nsk jdi tests failing "TestBug: Exception during config file parsing: java.io.FileNotFoundException"

A large number of VMTestbase tests are failing due to
"TestBug: Exception during config file parsing: java.io.FileNotFoundException"
with several different files named. For example:

nsk.share.TestBug: Exception during config file parsing: java.io.FileNotFoundException: ./ownedMonitorsAndFrames002.tests (No such file or directory)

So far the issue has been seen with the following tests:
