Update to Xcode 11.3.1

      Description

        We currently use Xcode 10.1 + MacOSX10.14 sdk to build JavaFX on macOS. We should upgrade to Xcode 11.3.1 + MacOSX10.15 sdk to match JDK 16.

        This will require building on macOS 10.14.4 (Mojave) or later, although the JavaFX binaries built on 10.14.x or 10.15.x will still be able to run on earlier versions (e.g., macOS 10.13 High-Sierra).
