JDK built with --enable-cds=no fails with NoClassDefFoundError: DirectMethodHandle$Holder

This issue can be reproduced also on Linux x86_64.

Build with '--enable-cds=no'

Run: make run-test TEST=hotspot/jtreg/sanity

Output:
