Steps:
0. Check preconditions
    a.VERIFY There are no JRE's installed.
1. Invoke the tested JRE installer in GUI mode with INSTALLDIR=<a location does not exist> (ex: jre-7u291-ea-windows-i586.exe INSTALLDIR=K:\java where K: does not exist)
2. Click Install button on Welcome dialog
3. Click OK button on Invalid Drive error dialog

Expected Result:
Java Setup Installation Failed dialog should display (see screenshot 7u271_Expected_Final_dialog.jpg)

Actual Result:
No further dialogs display to the user

Test result on the last GAed release for this train:
Tested on win8.1-x86 with JRE7u281b06:failed another issue:JDK-8249747,there is no such issue with the bug
