[macos] LicenseTest fails on macOS 11

Steps to reproduce:
1. Check preconditions
a. VERIFY There are no JREs/JDKs installed.
2. Launch CommonLicenseTest-1.0.dmg.

Expected result:
License agreement text is displayed: "jpackage test license file (just some sample text)."

Actual behavior:
License agreement text isn’t displayed and install automatically.
