[test] Add diagnostic gathering to ProcessBuilder Basic test

Intermittent failures of java/lang/ProcessBuilder/Basic are not revealing enough information to determine the possible cause of the message from the child.
When the thread start failure occurs, delay exiting the test until it times out and Jtreg gathers information about the environment.
