IGV: Upgrade NetBeans platform

    Description

      Current IGV is based on an old version of the NetBeans platform (7.4, released in 2013), which does not support JDK versions later than 8.

      Upgrading the NetBeans platform to its latest version would introduce support for later JDK versions, simplify the build process, and generally enable further progress in modernizing and improving IGV.
