Release Note: Hex Formatting and Parsing Utility

`java.util.HexFormat` provides conversions to and from hexadecimal for primitive types and byte arrays.
The options for delimiter, prefix, suffix, and uppercase or lowercase are provided by factory methods returning HexFormat instances.
