It was noted in this PR https://git.openjdk.java.net/jdk/pull/6213 that since the original blessed modifier script fix was run on the JDK things have slipped a bit.

I ran it on java.desktop and it looks like there is a small number (10) files
that need adjustment. 7 of those are in the Image I/O TIFF plugin which I suspect was integrated AFTER the original fix.
