JDK 18 - update GA Release Date

Now that the GA for JDK 18 has been updated to 3/22/22, we need to change the JDK 18 -version in the build to reflect the new GA. (./bin/java --version
openjdk 18-ea 2022-03-15) Should be 2022-03-22.
