Since a while (about 1..2 weeks) GHAs and SAP-local tests on Windows fail sporadically on various jtreg tests. Typically affected are:

- runtime/logging/ThreadLoggingTest.java
- serviceability/logging/TestBasicLogOutput.java
- serviceability/logging/TestFullNames.java
- serviceability/logging/TestQuotedLogOutputs.java
