[TESTBUG] Signed pkg fails to install on macOS 11

OS/architecture: MacOS 11 x64

Steps to reproduce:
1. Check preconditions
   a. VERIFY There are no JREs/JDKs installed.
   b. Machine has been setup for signing.
2. Open Keychain Access.
3. Select jpackagerTest from Keychains menu on left side.
4. Select Certificates from Category menu on left side
5. Right click on "Developer ID Installer: jpackage.openjdk.java.net"
6. Select "Get Info".
7. Expand Trust from "Get Info" dialog.
8. Change "When using this certificate" from "Always Trust" to "Use System Defaults".
9. Close dialog
10. Repeat steps 2-9 and change back to "Always Trust".
11. Enter password when prompted and click "Update Settings"
12. Launch SigningPackageTest-1.0.pkg.

Expected result:
Invalid Certificate dialog displays

Actual behavior:
Invalid Certificate dialog isn’t displays and install isn’t complete.
