[testbug] FileEncodingTest.java depends on default encoding

      Description

        I am looking over and addressing tier1 test failures on AIX, and I found one that I believe to be a testbug. FileEncodingTest.java expects the default encoding with '-Dfile.encoding=COMPAT' to be US-ASCII, but on AIX ISO-8859-1 is returned.
