Wrong link to JBS in README.md

      In the README.md, under Issue Tracking, the link to "issues list" leads to the JBS homepage. In CONTRIBUTING.md under Bug Report, the (almost) same paragraph links to the JavaFX filter in JBS, which is a lot more helpful.
      The README link should be updated.
