The Bar shortcut is not displayed after typing AddLauncherTest in the "Type of search" bar

Tested with JDK 19+19
Environment: OEL 8.4 x64
This is a regression, the test passed with JDK 18+28


Steps to reproduce:
artifact_name: addlaunchertest-1.0-1.x86_64.rpm
1. Install artifact_name: sudo rpm -i addlaunchertest-1.0-1.x86_64.rpm
2. Standard panel: Click Activities menu and Click on "Show Applications" icon on the left taskbar.
3. Standard panel: Type AddLauncherTest in the "Type of search" bar

Expected result:
The Bar shortcut exists after typing AddLauncherTest in the "Type of search" bar.

Actual behavior:
The Bar shortcut is not displayed after typing AddLauncherTest in the "Type of search" bar.
