jpackage: file association additional arguments

jpackage implementation of file association on Windows currently passes a selected filename as an only argument to associated executable. When a file with associated extension is run with additional command line arguments (from command line of from a desktop icon) - these arguments are not passed to the executable. Such usage was observed in practice with a third-party java application that used a desktop icon with a command: '"path/to/app.jar" arg1'.

It is proposed to support additional arguments by including a wildcard reference to all the arguments (not including %0) using "%*" parameter.
