There are times when it is convenient to allow the timing of when changes are pushed to be delegated to someone else. For example, during the start-of-release activities, the new changesets creating the release are best delayed until supporting infra changes are in place.

With the current tooling, if the author of a PR is a committer, only the PR author can trigger the timing of the integration, causing more people to be involved.

If the author is not yet a committer, the the actual integration occurs based on when a sponsor sponsors the change.

A similar time-delay facility to delegate the timing of integration could be helpful is some cases for committers too.
