/backport commit command does not validate non existing repos

In https://github.com/openjdk/jdk/commit/dc12cb78 , a user requested a backport to a repo that does not exist. The /backport command fails to recognize this and ends up in an infinite retry loop, throwing exception when it can't get branches for the repository.
