Remove fixVersion config for mainline jdk

      I would like to transition us to defining the fixVersion in .jcheck/conf in the JDK mainline repository and remove it from the Skara bot config. This will reduce the complexity when branching/forking new releases.

      The OpenJDK update releases are already using this model. I've filed JDK-8279223 to make the change in the JDK. This was just integrated.
