The label command's interaction with automatic labelling should be changed a bit:

* a /cc command seen before automatic labelling is performed means automatic labelling is disabled
* a /cc command seen after automatic labelling is performed means that the automatic labels are updated (either with adding or removing) - such manual overrides are applied after any further automatic labelling is done (when a new commit is added / removed)
