If the user selects Quick Set Mode radio button in the JavaTest
Preferences Configuration Editor panel (File > Preferences) and
he/she opens Configuration Editor (Configure > Change Configuration >
Other Values) then Configuration Editor is still in Question Mode.

So Quick Set Mode Default Mode doesn't work.
