There are three available versions of JTREG as of now, with 3.2 under development, and neither of them work yet with Cygwin on MS Windows platform(s). However Cygwin seems mature enough, and to continue using MKS Toolkit seems just waste of money. Our new site in St.Petersburg urgently need JTREG, and MKS Toolkit is not a better option for us, in fact not an option at all for some group budgets.
   We have JDK build scripts and Tonga harness well compatible with Cygwin. Jtreg should be compatible as well, and the sooner the better.
